-----------------------------------------------------------------------------------------------------------------------------

As pointed out by Amanda Witherell of the San Francisco Bay Guardian, the future of our City’s fabulous street fairs and music festivals is threatened by policy changes and fee hikes currently being pushed by various city departments. In particular, the Rec and Parks Department and Commission seems to have forgotten its mandate to serve the city as a whole and instead, are making radical policy changes to appease select neighbor groups and in one case, one individual who has harassed city bureaucrats over sound levels at Sharon Meadow.

The SFLNC is joining with many other city groups to say we've had enough, that the city's outdoor events are enjoyed by hundreds of thousands of residents and tourists who come here for our world class cultural attractions. City policy should not be made in closed door meetings between bureaucrats and small groups of neighbors, without input from event organizers or thousands of attendees.

Please join the SFLNC in telling City politicians and bureaucrats that our summer street events and music festivals are a crucial part of our cultural fabric and need protection from neighbors who prefer the city to sound like Walnut Creek. Please tell the City that our special events need protection not fee hikes that threaten their financial viability. Please tell the police department and mayor's office that responsible adults should be able to drink a beer at city events without being herded into small and unnecessary beer gardens that restrict our civil liberties.

Preliminary communications with Rec and Parks Commissioners indicate a good chance that they will vote to deny North Beach Jazz Festival the ability to serve beer and wine in Washington Square Park, which they have done for 12 years without incident. We need to express our outrage that such a radical policy change is being made without adequate public input or due process. North Beach Jazz is a free festival whose budget is largely paid by revenue from beer and wine sales. Loss of that revenue will kill the free festival, as simple as that. It might be understandable if the event had serious problems due to beer and wine sales, but that has never been the case. Rec and Park is taking away the organizers ability to sell beer and wine to appease some neighbors and an anti-alcohol local police captain. No one asked the opinion of the 35,000 people who attend the two day free event and who enjoy a drink while listening to jazz in the Park

Please read the excellent articles in the Bay Guardian and ACT NOW to save North Beach Jazz Festival and other city music festivals and street fairs. Instructions on how you can help are posted here from the organizers of North Beach jazz. Even if you are not a jazz lover, these changes have a way of becoming city policy if we don’t object and your street fair or festival may be next. ACT NOW!

If you can't see this email, click HERE
PLEASE FORWARD THIS EMAIL TO ALL MUSIC FANS and DEFENDERS of CIVIL LIBERTY

BACKGROUND

· North Beach Jazz Fest in Washington Square Park is a 12-year-old family friendly event that remains free by selling food, beer, and wine

· NBJF has always been permitted to sell alcoholic beverages in Washington Square Park. No problems have ever resulted from alcohol sales at this event.

· This year, the SF Police Department is pushing a "beer garden" policy for outdoor events, forcing organizers to create small fenced in 21+ areas. This policy limits access for those under 21, including children with their parents.

· Because of the access limitations created by beer gardens, the SF Recreation and Parks Operations Committee voted on May 3rd to deny NBJF the ability to sell alcohol in Washington Square Park.

· This denial threatens NBJF since revenue from beverage sales pay for the majority of festival expenses. Without this revenue, NBJF will go bankrupt.

· On Tuesday, May 30, 2pm in Room 416 of City Hall, the full commission of SF Rec. & Park will vote to approve or deny their application.

HOW CAN YOU HELP SAVE NORTH BEACH JAZZ FEST?

· SEND AN EMAIL to savenbjf@sunsetpromotions.net - this will forward your email to all the Rec. & Park Commissioners & Operations Staff , Board of Supervisors, and the Mayor.
Use Subject = "Save NBJF"

· CALL: The SF Rec. & Park Dept. at 415-831-2701 - Ask for G.M. Yomi Agunbiade

· SPEAK: Come to City Hall on the 30th and SPEAK YOUR MIND

(Please try to do ALL THREE if you can as we need your support every step of the way)

--------------------------------------------------------------------------------

Here are some talking points for CUT & PASTE, and please be courteous in all communications

· Rec and Parks department policy should be made by all stakeholders, not a select few

· Beer and Wine sales have never been a problem at North Beach Jazz Fest

· Without police imposed “beer gardens”, people of all ages can enjoy free jazz in Washington Square Park

· Beer Gardens are an unnecessary intrusion on our civil liberties

· Responsible adults should be able to drink at licensed events in City parks

· Without the revenue from beer and wine sales, the North Beach Jazz Fest will cease to exist

--------------------------------------------------------------------------------

THANKS: To the following individuals and organizations, for their support in our time of need: The thousands of music fans in San Francisco. SF Outdoor Events Coalition, North Beach Chamber of Commerce, SF Late Night Coalition, IN-Ticketing, Nomad Printing & Rocket Postcards, Matagrano INC, SFStation, SFWeekly, Nitevibe, LoveFest, True Skool, Mayor Gavin Newsom, District 3 Supervisor Aaron Peskin
The drug policy alliance (DPA) warned this week that new laws could wipe out nightclubs and music events across America and urged music fans to support 'a day and night of outrage' ….Which was planned and executed on Saturday April 24th, 2004.
"the justice department is already using the rave act to scare nightclubs away from playing certain kinds of music and now congress is considering legislation that would hold bands, DJ’s, bartenders, promoters, venue owners, radio stations and others liable if a patron uses drugs at a nightclub or concert," said the DPA. "If enacted, music lovers could soon be unable to see their favorite band, DJ’s or other entertainment live." "Not only can this legislation shut down the venues we play at, it could even land artists in jail.”
MORE Opinions:
Here’s a Reply to this post from http://www.Tribe.net
(I see EYE to EYE with this gentleman on this issue)
“While I think points here are valid as far as the government being shit-heads trying to hold completely uninvolved others responsible for an individual's conscious choices, I think the point is REALLY being sidestepped. The point is not who is responsible AT ALL. The point is that the government is simply trying to stamp out free thinking and any sort of recreation at all that doesn't offer them control be it through television, or the "education" system, or organized religion. The idea that people are getting together in a way that the government or its affiliates don't have complete control over scares the shit out of them. That people are getting together in large groups, doing business that the government doesn't get a piece of, can't monitor closely, combined with the possibilities of individuals expanding their minds and seeing how thick the bullshit really is, and realizing more and more that they need the government's laws less and less, constitutes a threat to the "higher" authorities, and their abilities to get away with things like...war, home invasion, invasion of privacy, murder, and these lies about the cooked up terrorist menaces they are using to scare everybody into ankle grabbing, and smiling while they fuck us all repeatedly. To refute your point, I think the government needs to go take a flying fuck at the moon, and realize that people are going to start fighting back more and more against shit like this. They can only push so far, and then...BOOM! It happens time and time again. Take a look at our history...France, Britain, South Africa, ANYWHERE. This is another move to try and squeeze further, and as long as folks accept it as ok...you're gonna keep getting fucked. Eventually people are going to get fed up, and when cops or feds show up at some event they're going to run into a whole crowd of pissed off, and heavily armed people, and it's gonna be a mess. The harder you squeeze sand, the more it slips from your fingers. Who the government should be going after is the greedy fucks and the fundamentalist idiot pieces of shit that are using loads of drugs yet trying to persecute others for the same thing, like...Bush, father and son, Cheney, Rush, shit you name it, all those bastards are on something. They should go after the assholes on the bench who keep suppressing the knowledge from getting out so that instead of making laws and filling jails, they make educated people that don't hurt themselves or others, know how to do what, and what not to do, and the consequences of doing whatever they feel like doing. They should go after the assholes that stand in the way of advocacy groups like Dance safe that teach others how to behave responsibly, and offer adults the chance to behave as adults, making responsible thought out decisions. Going after artists, and creative types is a desperate action that will only breed rebellion, dissent, anger, hatred, and eventually serious damage. You know it, and I know it”
MACH ONEZ thoughts, ideas, and opinions:
I come from the oldskool upbringings and my thoughts are: we need to change the outlook of the way the “rave” scene has been portrayed by the media (again this is government). The media has reported that our whole existence is based on drugs and sex in a warehouse. Reports have indicated numbers of people overdosing or dieing of heat exhaustion, etc. This is where WE get a bad reputation and this is what WE need to change to get support from the people that are on the outside of OUR social realm but still in control and still able to vote against something portrayed to be bad for their children. ?. BTW - These are your brothers and sisters who have not been “schooled” on how to party safely and whose fault is that? It’s OURS.

Look people…. How many of you can go to a “rave” party and be happy with just the use of alcohol, marijuana, and some Marlboro’s? are you strong enough to cope without your dope? If you can’t, I as a promoter of Electronica music feel like you don’t belong. First off, you would be a risk for the promoters, venue owners, DJ’s and whom ever ELSE the government was/is trying to pin it on. Besides, a good promoter will have 10 people behind you waiting to drink and enjoy the music. I’m sorry but if your intentions where to come to my party and score ecstasy and act stupid….. IT AINT HAPPENING. GET IT? ?. You as a promoter may say: “What about the underage kids at my party?” Sorry pal…..them drinking at your venue or party is ILLEGAL ? now you’re dealing with parents AND the government and now we have trouble (“The Rave Act” and now this).

Dear Promoter, I will now ask you this question: What is more important?
A.) The Electronica Music Industry’s existence
B.) The money you make?
C.) The Drugs

If you answered anything but “A” then you need to quit promoting and find another job because you are ruining the reputation needed for legit promoters to stay alive in the industry…..In order for you to make any money the industry must stay alive right? Right. So promote the music, get rid of the drugs, we don’t need them in our venues and in our reputation as a whole!
My message to the underage kids is go to a “concert” or “Electronica event” until your able to drink legally at a club or go to a venue that has a 18+ night.
If you want to follow this thread of information and UNITE then please Join Tribe.net if you haven't already and join all the Electronica music tribes. This website is exploding with resources through people and ways that allow people to connect to each other based on specific interests. It allows us to UNITE and let the government know that we will stand up in a major way to save the music and everyone involved with it.

What I need from you if you’re interested in helping us out:
•	Your email address
•	Email address distribution lists of people who would/should be concerned. This you must export from your contact list in OUTLOOK 2000/Express, or HOTMAIL account.) If you do not feel comfortable with passing on email addresses to people who will speak up about this then you can just copy and paste this document and CC all the appropriate people.
•	Create an email distribution list yourself. (If you don't know how there will be instructions in the tribe mentioned.)
•	UNITY and RESOURCES

I want to conclude this document by thanking each and every one of you for the time it took to read this letter/email and I hope to get your much needed support. Thanks!
